In response to vague talks, Jewish groups deliver vague message

WASHINGTON – Two weeks before their launch, the promised renewal of Israeli-Palestinian peace talks has already engendered a first: a joint statement of welcome by mainstream U.S. Jewish and Palestinian groups.

“We congratulate the Obama administration on succeeding in getting direct negotiations back on track,” said a statement issued jointly last Friday by the Jewish Council for Public Affairs and the American Task Force on Palestine. “Both parties must now show courage, flexibility, and persistence in order to move towards a negotiated end of conflict agreement.”

Other than its joint letterhead, the document was mostly unremarkable — as were many of the reactions to the announcement — in part, because Jewish leaders were endeavoring to make sense of the vague outline of the proposed talks. The terms of the talks, set to begin Sept. 2, have yet to be determined, including whether and how the sides will discuss final status issues, such as borders, Jerusalem, and refugees.

In an off-the-record conference call with top White House staff just before the Sabbath last Friday, Jewish leaders pressed for details: Is there a deadline? Will there be preconditions? In response, according to people on the call, they got little more than the vague back-and-forth that had characterized the announcement of the talks earlier in the day by Secretary of State Hillary Rodham Clinton.

How often would the lead parties to the talks, Israeli Prime Minister Benjamin Netanyahu and Palestinian Authority President Mahmoud Abbas, meet, one participant asked — and how often would the teams meet?

“Periodically,” Dennis Ross, Obama’s top Iran policy official said, referring to the leaders. “Regularly,” he said of the negotiating teams.

Dan Shapiro, the top National Security Council staffer handling Israel and its neighbors, broke in to add that the talks would be “intensive.”

What about the yearlong time frame announced by Clinton and the top Middle East envoy, George Mitchell, another Jewish leader asked. Was that a deadline? A goal?

“Feasible,” said David Hale, Mitchell’s deputy. A year was the “objective.”

What about the U.S. role?

“Very active,” said Hale. But then: “We will need to play a role, but they still need direct talks.”

Much was made by the administration officials of the dinner that is to take place Sept. 1, bringing together President Obama, Netanyahu, Abbas, and the Jordanian and Egyptian leaders. “The dinner will help to restore trust,” Ross said.

Administration officials have suggested that the outlines will be clearer after Netanyahu, Abbas, and Clinton meet on Sept. 2.

P. J. Crowley, the State Department spokesman, told reporters Monday that extending Israel’s partial moratorium on settlement building would be on the agenda that day. Abbas has threatened to quit the talks without such an extension.

“The issue of settlements, the issue of the moratorium, will be — has been — a topic of discussion and will be a topic of discussion when the leaders meet with Secretary Clinton on Sept. 2,” he said.

Rabbi David Saperstein, director of the Religious Action Center of Reform Judaism, who has been closely tracking the Israeli-Palestinian diplomatic process, said he is confident that with months of indirect talks behind them, the leaders would be able to come up with a coherent outline for the direct negotiations.

“If there isn’t total clarity about the ground rules yet, there surely will be before Sept. 2,” Saperstein said. “They bring months and months of talks behind the scenes that will make a major contribution.”

Seymour Reich, a former chairman of the Conference of Presidents of Major American Jewish Organizations, wondered nonetheless if the sides were prepared for success. If the talks work out, he said, Netanyahu and Abbas would have to pitch major compromises to skeptical constituencies — Netanyahu to the hard-liners who support him in government, and Abbas to a Palestinian electorate he hopes to wean away from Hamas, the terrorist group that continues to seek his ouster.

“You sometimes get what you wish for,” Reich said, referring to Netanyahu’s vocal insistence for months on direct talks. “But then you’ve got to put up or face the consequences.”

Given the vagaries surrounding the proposed talks, it was no surprise that the response from organizations was as noncommittal as the Obama administration’s announcement, focusing principally on the benefits of face-time.

“Sitting together, face-to-face, leader-to-leader, in direct negotiations is the only path to achieving the ultimate goal of peace, reconciliation, and the end of all claims,” AIPAC, the American Israel Public Affairs Committee, noted in a statement.

That message was echoed by the Conference of Presidents of Major American Jewish Organizations: “We welcome the beginning of direct, face-to-face negotiations between Israel and the Palestinian Authority that will address the complicated and difficult issues in the hope of bringing about an end to the long-standing conflict.”

There were subtle indications among the statements of how groups might act should the talks take off — or should they break down. AIPAC made clear whom it would blame if such a breakdown occurs: “For talks to succeed, the P.A. must match Israel’s commitment to conducting peace talks without preconditions or excuses, abandon its longstanding attempts to avoid making difficult choices at the negotiating table, and cease incitement against Israel at home and abroad.”

The joint statement by the American Task Force on Palestine and the consensus-driven Jewish Council for Public Affairs was more careful to balance responsibility between both sides. “Both sides must take concrete steps in the short term to instill greater mutual confidence in this process and to demonstrate resolve to stay at the negotiating table as long as it takes to achieve an agreement,” the statement said.

On background, Jewish organizational leaders said that the talks — at their launch, at least — were so vaguely defined that top pro-Israel officials would not even consider cutting short their pre-Labor Day vacations in order to meet with Netanyahu when his team arrives on Sept. 1.

The Israel Project pitches peace as well as Israel

WASHINGTON – Two months ago the Israel Project was wondering, in a Capitol Hill briefing, “Is the Palestinian Authority preparing its people for peace?”

The answer was a pretty unequivocal “no.”

Delivering the briefing was Itamar Marcus, a founder of Palestinian Media Watch who has posited that anti-Semitism is not just endemic to Palestinian nationalism but central to it.

Last month, the same Israel Project said it was “honored” to host a dinner for Jewish groups in New York with Palestinian Authority Prime Minister Salam Fayyad — and was even more willing to be charmed by him.

“Prime Minister Fayyad’s spirit of hope was extremely welcome,” said Jennifer Laszlo Mizrahi, the founder and president of The Israel Project. “We know that some people will criticize us for falling for a Palestinian ‘charm offensive.’ However, there is nothing offensive about charm. More Jews and Muslims, Israelis and Palestinians, should sit together over dinner and exchange ideas — especially when it can help lead to security and peace.”

Contradiction?

Not at all, Mizrahi told JTA in an interview: Both events stem from The Israel Project’s mandate to accurately represent Israel’s policies. In this case, Mizrahi said, she got her hechsher for Fayyad from Benjamin Netanyahu.

“The prime minister of Israel said that this is his partner for peace,” Mizrahi said. “If the supposedly right-wing prime minister of Israel says this is partner for peace, it is.”

Insiders say that The Israel Project’s recent aggressive outreach — to Palestinians in particular and Arabs and Muslims generally — is a signal of Netanyahu’s seriousness in his direct talks with Palestinian leaders, which were renewed recently at the behest of the Obama administration. Netanyahu is giving a green light to American pro-Israel groups to take the talks seriously.

“You’ve got to welcome anyone who reaches out,” said Hadar Susskind, director of policy for J Street, the self-described pro-peace, pro-Israel organization, which was not present at the meeting. “It can only help for people to understand each other and for all parties to end the conflict.”

Past peace negotiations have been hindered to a degree by vigorous opposition by some American Jewish groups. In 1995, the American Israel Public Affairs Committee played a critical role in getting a U.S. law passed that recognized Jerusalem as Israel’s capital over the private objections of then-President Clinton and then-Israeli Prime Minister Yitzhak Rabin, who did not want the issue hampering negotiations.

Mizrahi, 46, was an heir to a cosmetics dynasty who entered the political sphere through Democratic politics — she had an unsuccessful run for Congress in her home state of North Carolina. She cuts a figure that is at once imposing and disarming: Mizrahi is tall, always impeccably and brightly dressed, and exudes deference and charm as soon as she enters a room, remembering every face and details about her interlocutors.

She was among three women who co-founded the Israel Project in 2002, appalled by the image-battering Israel was taking during the second intifada. Their strategy was to help make Israel’s case through friendly outreach and assistance to the media.

The Israel Project has expanded to a team of 44 and two offices in Washington and Jerusalem. Its annual budget has surpassed $7 million.

Mizrahi, as president, occasionally has been caught in the trap of not testing ideas that may seem normative in Israel but sound a jarring note in the wider world. For instance last year, an internal document suggested referring to the removal of settlements as “ethnic cleansing.” She had the reference removed.

Hussein Ibish, a senior fellow at the American Task Force on Palestine, which helped arrange the recent evening with Fayyad, said his organization sees engaging with the mainstream of the American Jewish community as critical to making negotiations work.

“We have to have the best possible relations with the widest swath of Jewish American groups,” Ibish said. “We want to talk with any organization that is interested in a two-state solution.”

The American Task Force on Palestine also has ties with AIPAC and the American Jewish Committee, he said.

Ibish, however, questioned The Israel Project’s ties with Marcus and other figures who over the years have depicted the whole of Islam as implacably radical.

Mizrahi said her relationship with Marcus and Palestinian Media Watch, which tracks Palestinian incitement and has been criticized by left-wing groups for ignoring a diminution of that incitement in recent years, was tactical and not ideological. Exposing and tamping down incitement create the conditions for peace, she said.

“When you end the incitement, you can create space for Palestinian leaders to say ‘yes,’ “ said Mizrahi, recalling talking to a U.S. negotiator during the 1990s who said that Yasser Arafat never fully embraced peacemaking because he feared for his life.

“I believe that work is incredibly good for both sides, whatever its motivation,” Mizrahi said of Palestinian Media Watch.

That thinking also was behind a new initiative to replicate The Israel Project’s success with U.S. and European media by providing information for the Arab and Muslim media. A staff of four has cultivated relations with 2,000 Arab reporters in the region, Mizrahi said.

U.S. Rep. Brad Sherman (D-Calif.), a board member of Mizrahi’s organization, said it was a natural next step.

“If you had to pick an area where we had to get the pro-peace-with-Israel message out, it’s in the Arabic language,” he told JTA.

After polling by The Israel Project showed increased support for a two-state solution in the Palestinian areas but steadfast opposition in Arab countries, Mizrahi said she saw an opening for outreach to Arab media.

The Israel Project emphasizes positive outreach and offers of assistance to media rather than the blandishments and chastisements that characterize many pro-Israel groups.

“We’re booking and doing interviews on Al Jazeera,” Mizrahi said, sounding slightly amazed at it herself.

Federations, JCPA teaming to fight delegitimization of Israel

The Jewish Federations of North America and the Jewish Council for Public Affairs are launching a multimillion-dollar joint initiative to combat anti-Israel boycott, divestment, and sanctions campaigns.

The JFNA and the rest of the Jewish federation system have agreed to invest $6 million over the next three years in the new initiative, which is being called the Israel Action Network. The federations will be working in conjunction with JCPA, an umbrella organization bringing together local Jewish community relations councils across North America.

The network is expected to serve as a rapid-response team charged with countering the growing campaign to isolate Israel as a rogue state akin to apartheid-era South Africa — a campaign that the Israeli government and Jewish groups see as an existential threat to the Jewish state. In fighting back against anti-Israel forces, the network will seek to capitalize on the reach of North America’s 157 federations, 125 local Jewish community relations councils, and nearly 400 communities under the federation system.

“There is a very, very high sense of urgency in [fighting] the delegitimizing of the State of Israel,” the JFNA’s president and CEO, Jerry Silverman, told JTA. “There is no question that it is among the most critical challenges facing the state today.”

In fact, Silverman added, Israeli leaders identify this as the second most dangerous threat to Israel, after Iran’s pursuit of nuclear weapons.

Under a plan approved in late September during a special conference call of the JFNA’s board of trustees, the JCPA’s senior vice president, Martin Raffel, will oversee the new network. He will be working in concert with the head of the JFNA’s Washington office, William Daroff. Over the next several months, Raffel will be putting together his team, including six people in New York, one in Israel, and one in Washington.

The network will monitor the delegitimization movement worldwide and create a strategic plan to counter it wherever it crops up. It will work with local federations and community relations councils to enlist the help of key leaders at churches, labor unions, and cultural institutions to fight anti-Israel boycott, divestment, and sanctions campaigns.

Organizers of the network are looking at the response to an attempted boycott of the Toronto International Film Festival last year as a model for how the system could work.

When the festival organizers decided to focus on filmmakers from Tel Aviv, more than 1,000 prominent actors and filmmakers signed a statement saying that the organizers had become part of Israel’s propaganda machine, and they threatened to boycott the event. In response, the UJA Federation of Greater Toronto and the Jewish Federation of Greater Los Angeles worked together to come up with a counter-statement supporting the festival. The counter-statement bore the signatures of even more prominent Hollywood figures, including Jerry Seinfeld, Natalie Portman, Sacha Baron Cohen, Lisa Kudrow, Jason Alexander, and Lenny Kravitz.

“The partnership started last year around the Toronto international film festival,” said Ted Sokolsky, president of the Toronto federation. “We jointly produced an ad saying that we don’t need another blacklist.”

Sokolsky went on to say, “I spoke to Jay [Sanderson, the CEO of the Jewish Federation of Greater Los Angeles] and said, ‘Here, there are a lot of prominent Hollywood types on the delegitimization protest. Can you reach out to the Hollywood community and find some pro-Israel leadership?’ He reached out to some key leadership in Hollywood. And it was like waking up a sleeping giant. Then we realized we can’t all fight this alone.”

He added, “It was a great lesson and set a template on how to respond because clearly, the other side is running a linked campaign with international funding and global strategy but local implementation.”

When similar delegitimizing attempts erupt, leaders of the new network plan to respond early, according to Silverman.

“If the community in Chattanooga all of a sudden is faced with [a boycott of] Israeli products in the mall, they should be able to call the [Israel] Action Network and have response and implementation within 12 hours, and not spend time thinking about how to do it,” he said. “We should be able to do that in every community.”

Toronto and Los Angeles are two of the largest federations in the JFNA system, but the smaller federations feel that the network will benefit them as well.

Michael Papo, executive vice president of the Jewish Federation of Greater Indianapolis, said that Indiana has not yet witnessed a full-fledged anti-Israel boycott campaign.

“But it could happen,” he said. “It could happen quickly. It could happen on our college campuses, and it would be helpful to have that national network to call for help.”

Papo said he sees the network as being able to provide guidance when his federation has to face situations such as the one it faced several years ago, when the Presbyterian Church (USA) pursued a divestment strategy against Israel. At that time, he and his colleagues were able to influence local Presbyterian churches in Indiana to vote against the divestment campaign at their national convention.

“As a Jewish community, we have a huge range of contacts in the general community,” he said. “We are connected politically, culturally, socially, academically, and in the business world — anyplace we work and live, we have connections with neighbors.… If and when we need support, we are quite capable.”

Steven Nasatir, president of the Jewish United Fund/Jewish Federation of Metropolitan Chicago, said that federations and their local partners are uniquely positioned to take on delegitimization campaigns against Israel.

“A top-down approach cannot fully comprehend or appreciate local nuance, and after each and every incident, when the headlines recede, it is the local community that is in the best position to strengthen the community for the future,” Nasatir said in an e-mailed statement. “Over the past few years, active local federations have countered the boycott of Israeli products by buyout of those same products. They have demanded that university institutions require civility from anti-Israel protestors trying to drown out Israeli speakers. And, through ongoing contact with local elected leaders, they have sensitized public officials and institutions to the need for fairness, civility, and appropriate monitoring of anti-Israel thuggery.”

While other groups, including the American Israel Public Affairs Committee, the Zionist Organization of America, and J Street, focus primarily on influencing the political arena, and others, such as the Israel Project and CAMERA (the Committee for Accuracy in Middle East Reporting in America), key in on the media, the new network will aim to influence civic leaders.

The Jewish federations have agreed to give the JFNA $1.6 million to fund the project fully in its first year. In the two subsequent years, the federations will split the cost 50-50 with JFNA.

“Israel’s government has been advocating for this, especially over the past six months or eight months,” Silverman said. “It has been in dialogue within our federation movement for a while, especially following the Toronto incident and the incident in San Francisco with the film festival, and divestment movements in the Protestant and Presbyterian churches. This idea was born out of the large city executives meeting that said, ‘It is time. And time is running out.’ We have to do this quickly and we have to be armed in our community and be offensive, not defensive.”

Silverman said that he expects the Israel Action Network to be fully staffed and up and running by Jan. 1.

First sign of the new U.S. political reality — Bibi’s swagger

WASHINGTON – The sharpest signal of what last week’s elections meant for Jews came not from Washington but from New Orleans, Nova Scotia, and Australia.

In New Orleans, Israeli Prime Minister Benjamin Netanyahu delivered a speech Monday calling for moving beyond sanctions to mounting a “credible military threat” against Iran as a means of avoiding war.

News Analysis

“Containment will not work,” Netanyahu said in his address to the General Assembly of the Jewish Federations of North America.

The prime minister’s remarks echoed the precise terminology used by Sen. Lindsey Graham (R-S.C.) in Nova Scotia two days earlier, when he told the Halifax International Security Forum that “containment is off the table.” The likely new majority leader in the U.S. House of Representatives, Rep. Eric Cantor (R-Va.), referred to a “credible military threat” in the days before the election.

It was a clear sign that Netanyahu feels empowered by the Republican sweep last week of the House of Representatives to trump the Obama administration’s emphasis on peacemaking with the Palestinians with his own priority: confronting Iran.

The emerging gap between Israel and its Republican friends on one side and the White House on the other could presage a repeat of tensions in the late 1990s between Netanyahu, in his first term, and President Clinton — tensions that pro-Israel officials found themselves brokering, often to their discomfiture.

Obama administration officials have indicated that they will not be taking cues from anyone in setting foreign policy.

Defense Secretary Robert Gates, speaking Monday in Melbourne, Australia, where he is on an official visit with U.S. Secretary of State Hillary Rodham Clinton, delivered a rejoinder to Netanyahu’s remarks.

“We are prepared to do what is necessary, but at this point we continue to believe that the political-economic approach that we taking is in fact having an impact in Iran,” Gates said.

Gates’ response implicitly rejected not only an escalation but Netanyahu’s claim that sanctions are not working. It also signaled that the Obama administration was going to protect its foreign policy turf — the traditional White House posture when opponents take one of the houses of Congress.

That was clear already last week when Valerie Jarrett, one of Obama’s top aides, told sympathetic nongovernmental groups in an off-the-record phone call that the White House would be unwavering — even after losing the House majority — in pressing Israel and the Palestinians to return to the peace talks.

“The president has made it very clear that he is committed to doing whatever he can to foster talks in the Middle East,” said Jarrett, Obama’s senior adviser for public engagement. “That’s not a partisan issue; his commitment to that is unwavering.”

But Netanyahu, speaking at the federations’ General Assembly, expressed confidence that he had U.S. backing in resisting Palestinian demands. He listed a number of items the Palestinian Authority is seeking, including a freeze on Jewish west bank settlement activity and a final-status deal that would remove Israeli forces from the west bank.

Netanyahu, however, told the crowd in New Orleans that Israel would stay in the Jordan Valley, the eastern part of the west bank, “for the foreseeable future.” The audience applauded.

“The Palestinians may think they can avoid negotiations,” Netanyahu said. “They may think that the world will dictate Palestinian demands to Israel. I firmly believe that will not happen because I am confident that friends of Israel, led by the United States, will not let that happen.”

GOP love for Israel

Beyond the ramping up of Iran rhetoric, the first signal that new Republican members who swept into office last week were going to make Israel a priority came from Marco Rubio, the Tea Party-backed candidate in Florida who romped to victory in the race for that state’s open U.S. Senate seat.

Rubio, 39, the son of Cuban exiles, punctuated five days of celebrations with a trip to Israel with his wife. He left Sunday on the private trip, which will include holy sites. Rubio, who converted from Roman Catholicism to Southern Baptist, plans an official visit after assuming his seat, a campaign official told the French news agency AFP.

The American Israel Public Affairs Committee, which for decades has managed to secure the support of the leadership of both parties, responded to last week’s elections with a positive message.

“It is abundantly clear that the 112th Congress will continue America’s long tradition of staunch support for a strong, safe, and secure Israel and an abiding friendship between the United States and our most reliable ally in the Middle East,” AIPAC said in a statement. “Many of the strongest friends and supporters of the U.S.-Israel relationship were re-elected on Tuesday.”

The statement named Sen. Harry Reid (D-Nev.), the once and future Senate majority leader, and Reps. John Boehner (R-Ohio), likely to become the House speaker; Nancy Pelosi (D-Calif.), who is losing the speakership and is vying to become minority leader along with Steny Hoyer (D-Md.); and Cantor, who is vying for majority leader. Sen. Mitch McConnell (R-Ky.), the Senate minority leader, also is a staunch Israel supporter but was not up for re-election last week.

Backing Democrats, growing unease with Obama

Exit polls showed Jewish support for Democrats remained strong, although commensurate with other recent polling showing increased misgivings about President Obama over his economic policies.

J Street, the “pro-peace, pro-Israel” group, conducted the only national exit poll. It showed that 66 percent of Jews supported Democrats in congressional elections, compared with 31 percent for Republicans. An American Jewish Committee poll conducted in September and October showed 57 percent of Jewish respondents supporting Democrats vs. 33 percent for Republicans. The numbers are sharply down from the 78 percent of Jews who voted for Obama in 2008, according to exit polling.

The J Street poll was conducted by Gerstein/Agne Strategic Communications on Election Day, Nov. 2, and surveyed 1,000 voters who identified as Jews as part of a broader consumer panel. It had a margin of error of 3.1 percentage points. Jim Gerstein, the pollster, is on J Street’s advisory council.

J Street and Gerstein also conducted an Election Day statewide poll in Pennsylvania, where conservative groups targeted Democratic U.S. Senate candidate Rep. Joe Sestak (D-Pa.) as anti-Israel in part because he was backed by J Street. The J Street poll showed 76 percent of Jews favoring Sestak to 19 percent for the winner, Republican Pat Toomey. The Republican Jewish Coalition also conducted a statewide poll of Jews the same day showing the break favoring Sestak 62 percent to 30 percent.

The difference apparently was that the RJC canvassed only Jews who were affiliated with synagogues. When unaffiliated Jews were polled — as they were in the J Street poll and as they are in AJC’s polls — the gap between Democratic and Republican support widened considerably.

By the numbers

JTA reported last week that Congress lost seven Jews in both houses, and gained two. The gain might be three.

In New York’s 1st Congressional District, a recanvassing of the voting machines erased Republican Randy Altschuler’s 3,400-vote deficit, propelling him to a lead of 392 votes over incumbent Rep. Tim Bishop (D-N.Y.), who represents eastern Long Island.

Neither party was set to declare victory, as counting had yet to begin on 9,000 absentee ballots, but Bishop said Monday that he would demand a hand recount.

Altschuler, who owns a recycling company, would become the second Jewish GOP congressman, joining Cantor. His win would bring the number of Jews to 28 in the House, along with the 12 in the Senate.

A little farther upstate, GOP candidate Nan Hayworth, a physician, ousted Rep. John Hall (D-N.Y.) from the 19th District. Hayworth is a Lutheran but belongs to a synagogue with her Jewish husband and her two sons, whom she has raised as Jewish. That makes her the mirror image of Rep. John Sarbanes (D-Md.), who was elected from his Baltimore-area district in 2006. He is Greek Orthodox but belongs to a synagogue, and with his Jewish wife has raised his children as Jews.

JTA projected a win for Rep. Gabrielle Giffords (D-Ariz.), and that became official last Friday night. The victory means a third term for Giffords, who was first elected in the GOP-leaning district in the Democratic sweep of 2006. She embraced tough immigration policies as part of her campaign this year, distancing herself from national Democrats.

Welcoming Blumenthal, Cicilline

The other two new Jewish congressmen are New Englanders: Sen.-elect Richard Blumenthal (D-Conn.), until now the state’s longtime attorney general, and Rep. David Cicilline (D-R.I.), the mayor of Providence.

Cicilline is the first Jewish Rhode Islander elected to national office, the Providence Journal quoted David Goodwin, a historian of the island’s community, as saying. The state has elected a number of Jews to statewide offices, however, including governors.

Cicilline, whose mother is Jewish and a congregant of Temple Beth-El in Providence, also is the third openly gay male in Congress — and the third openly gay Jewish male in Congress, joining Rep. Barney Frank (D-Mass.) and Jared Polis (D-Colo.). The only openly gay woman in Congress, Rep. Tammy Baldwin (D-Wis.), is not Jewish.

Success in the states

As Blumenthal’s election demonstrates, election to statewide office often is a steppingstone to federal office. Count four more such steppingstones on Nov. 2: Jews won statewide races in Massachusetts, Arizona, Georgia, and Ohio.

Republicans Tom Horne in Arizona and Sam Olens in Georgia were elected attorney generals. Both are active in their communities and with the Republican Jewish Coalition.

So is Josh Mandel, a Republican state lawmaker and former Marine who was elected treasurer in Ohio. In Massachusetts, Steve Grossman, a former AIPAC president and ex-chairman of the Democratic National Committee, also won the treasurer spot.

Pro-Israel insiders in Washington noted that, in different ways, Mandel and Grossman both have been leaders in the effort to sanction Iran and now are positioned to make sure that their states enforce such sanctions. As a lawmaker, Mandel led the effort to divest Ohio from Iran. Grossman, as AIPAC president in the mid-1990s, lobbied for the Iran sanctions passed by Congress at that time.

Obama pitches Jewish groups on START treaty ratification

WASHINGTON – The campaign to curb Iran’s nuclear program just acquired a new deadline: the end of the 111th Congress.

The Obama administration has made a priority of ratifying the START nuclear arms reduction treaty with Russia before the Senate’s lame-duck session finishes at year’s end. A number of Republicans, citing what they say are weaknesses in the treaty, are balking.

The treaty, which was approved in September by the Senate’s Foreign Relations Committee, needs 67 senators for ratification.

President Obama’s overarching consideration in negotiating the treaty has been to keep two of his election promises: to reduce nuclear arms and to “reset” what had been a troubled relationship with Russia.

Another key component of the White House rationale in advancing START is further isolating Iran as a means of getting the Islamic Republic to end its suspected nuclear weapons program.

Vice President Joe Biden hosted a chat last Friday with journalists who reach constituencies that the White House is eager to win over. At the session, to which JTA was invited, top national security officials said that ratifying START was vital in keeping Russia on board on Iran.

“Once we finished in Geneva, signed the treaty in April, within a very short time we were working with the Russians on intensive sanctions against Iran in the U.N. Security Council,” said Rose Gottemoeller, the assistant secretary of state for the Bureau of Arms Control, Verification, and Compliance, who led negotiations with Russia.

Mike McFaul, the special assistant to the president and senior director for Russia, said that Russia not only signed on to the sanctions — the toughest yet passed by the U.N. Security Council — but also suspended the sale of the S-300 anti-missile system to Iran.

“That especially hurts Russia’s economic and geopolitical interests,” he said of the sanctions and the suspension of the S-300 sale.

“Let’s just be blunt about it because [Russian President Dmitry] Medvedev has been blunt about it,” McFaul said. “He said unlike the START treaty, which he mentioned while we were in Prague was a win-win for the United States and Russia, this sanctions resolutions is asymmetric,” but that the relationship with the United States in the long run is going to be more valuable to Russia than that relationship with Iran.

The White House and top Democratic senators have reached out to Jewish groups to support ratification. In a letter leaked to Politico, Sens. Charles Schumer (D-N.Y.) and Carl Levin (D-Mich.) — both Jewish and invested with credibility on Israel and defense issues — appealed to the American Israel Public Affairs Committee to openly support START.

“As a leading voice in favor of crippling sanctions on the Iranian regime, AIPAC cannot afford to stand on the sidelines as the Senate debates the New START treaty,” said the letter addressed to AIPAC Executive Director Howard Kohr.

The blunt appeal outraged some conservatives, who argued that it was untoward to pressure the Jewish community on a matter not directly related to Israel.

“Your letter — an effort to pressure an organization to lobby on a matter far outside its expertise and area of concern — is a disgrace,” the Emergency Committee on Israel wrote in a letter to Schumer and Levin. “We’ve rarely seen senators stoop to this kind of public bullying.”

In fact, pro-Israel leaders said, such give-and-take is par for the course in Washington and characterized the Bush administration effort in 2002 and 2003 to garner Jewish support for the Iraq War.

“Every administration from time to time with foreign policy has an interest” it wants the Jewish community to support, said Abraham Foxman, the national director of the Anti-Defamation League. “It happens from time to time. In this case they called, we said we’d take a look. We took a look, we agreed.”

While Israel has been silent on START because it does not directly concern the country, Israeli leaders in recent months have expressed relief at the suspension of the S-300 deal. They feared that delivery would substantially inhibit the prospects of any strike aimed at disabling an Iranian nuclear weapons program.

Medvedev’s announcement helped push back Israeli predictions of an imminent Iranian nuclear capability.

While AIPAC remained silent, Patrick Clawson, an Iran analyst at the Washington Institute for Near East Policy who is close to the organization, said failure to ratify START posed dangers.

“Lack of ratification of START may well lead to Russian retaliation on a variety of issues,” Clawson told JTA.

Ultimately, much of the community was on board for START: In addition to the ADL, the American Jewish Committee, the Jewish Council for Public Affairs, the Reform movement’s Religious Action Center, J Street, and the National Jewish Democratic Council endorsed ratification, and B’nai B’rith International said it could prove useful in isolating Iran.

The sole unequivocal voice in opposition was the Jewish Institute of National Security Affairs.

“We seriously question whether Russia is serious about stopping Iran, with or without START,” JINSA said in an open letter.

Dilemma of pro-Israel groups: To talk Egypt or not

WASHINGTON – As Egypt convulses, pro-Israel groups and U.S. Congress members are seized by the ancient maternal dilemma: If you have nothing nice to say, should you say anything at all?

The question of whether to stake a claim in the protests against 30 years of President Hosni Mubarak’s autocracy is a key one for the pro-Israel lobby and pro-Israel lawmakers because of the role they have played in making Egypt one of the greatest beneficiaries of U.S. aid.

And in the same way that the outcome in Egypt continues to idle in the gear of “anyone’s guess,” there is little consensus in the byways of pro-Israel Washington over how to treat the nation and its nascent revolution.

The competing claims were evident in the divergent, and at times contrasting, calls issuing from figures known for their closeness to the American Israel Public Affairs Committee, or AIPAC, the trendsetter in the pro-Israel community. In general, reactions to the unrest in Egypt crossed political lines, with some liberal and conservative commentators pressing the Obama administration to help topple the regime, and others stressing the need for stability.

Some AIPAC-related commentators called for assistance to Egypt to be contingent on whether the emerging government remained committed to cooperation with Israel. Others were emphatic in omitting Israel as a consideration, saying it was not the place of Israel or its friends to intervene in what appears to be an organic shucking-off of a dictator.

Josh Block, AIPAC’s former spokesman who is still close to the lobby, said the commitment of whatever government emerges to peace with Israel should be a critical element in considering whether to continue the $1.5 billion Egypt receives in aid, much of it in defense assistance.

“Given what’s taking place, it’s appropriate for the U.S. government to be reviewing U.S. aid to Egypt,” said Block, now a senior fellow at the centrist Progressive Policy Institute and principal at the consulting firm Davis-Block. “No matter what happens, clearly one of the top criteria Congress is likely to use is Egypt’s approach to its peace treaty obligations with Israel.”

That seemed to be the tack adopted by U.S. Rep. Nita Lowey (D-N.Y.), the ranking Democrat on the foreign operations subcommittee of the U.S. House of Representatives Appropriations Committee. She framed her statement in the context of the 1979 Camp David peace accords with Israel, which is the basis for Egypt’s status as one of the top recipients of U.S. aid.

“Ever since the historic Camp David peace accords more than 30 years ago, Egypt and the United States have been partners in seeking a just resolution to the Israeli-Palestinian conflict,” she said. “It is in the interest of the United States and regional stability that this period of turmoil and uncertainty be resolved peacefully and that Egypt remain a strong ally.”

U.S. Rep. Ileana Ros-Lehtinen (R-Fla.), the chairwoman of the House Foreign Affairs Committee, took that posture further, saying in a statement that U.S. assistance should be contingent on an election that allows only parties that recognize Egypt’s “peace agreement with the Jewish State of Israel.”

Such cautions are fueled by fears of the role the Islamist Muslim Brotherhood might play in a new Egypt. Other pro-Israel lawmakers notably omitted reference to the peace with Israel in their statements.

U.S. Rep. Gary Ackerman (D-N.Y.), the ranking Democrat on the House Middle East subcommittee, called for a suspension of assistance to Egypt until Mubarak left — and then its renewal once a transitional government was in place, whatever its makeup.

“I believe the United States must suspend its assistance to Egypt until this transition is under way,” said the statement from Ackerman, who is Jewish and a pro-Israel stalwart.

In an interview, Ackerman said the omission of an Israel reference was deliberate.

“I understand the angst and anxiety that exists in Israel, but we’re not going to pick the next leader of Egypt,” he said.

Instead, Ackerman said, the United States should use what he said was a closing window of opportunity, and side pronouncedly with the people and against Mubarak.

“If we sign the people of Egypt up as lobbyists, they will do the right thing,” he said.

U.S. Rep. Howard Berman (D-Calif.), who is also Jewish and the ranking member on the Foreign Affairs committee and the author of last year’s sweeping Iran sanctions law, also kept Israel out of his statement. Unlike Ackerman, however, he said assistance should continue as a means of stabilizing the Egyptian military.

“So long as the Egyptian military plays a constructive role in bringing about a democratic transition, the United States should also remain committed to our ongoing assistance programs for Egypt, both military and civilian,” he said.

Betting on the military was perhaps the only certainty in the current chaos, said David Schenker, an Egypt expert at the pro-Israel Washington Institute for Near East Policy think tank The Egyptian army is popular among Egyptians and, unlike the hated police, has taken steps during the uprising not to alienate the street.

“The arbitrator of this may be the military,” Schenker said. “It doesn’t want to cede power to a civilian power that’s Islamist. The army has entrenched interests with this regime and likes very much its relations with the U.S. military.”

Egypt’s potential collapse triggered an intense “who’s to blame” debate in Washington over which party or group had done more to prop up Mubarak’s regime. One emerging theme was that more should have been done to use aid as leverage to nudge Mubarak toward democratization.

Pro-Israel congressional insiders said there had always been talk throughout the years of shifting funds from defense aid to democratization assistance, at times from unlikely bedfellows: Ros-Lehtinen and the Zionist Organization of America had backed such a shift, but so had the former Appropriations chairman, Rep. David Obey (D-Wis.), a frequent Israel critic.

Such initiatives were abandoned, the insiders said, both in Congress and in the Bush White House after Hamas won elections in the Gaza Strip.

In a hearing on Egypt assistance in May 2006, just after the Hamas victory, Rep. Shelley Berkley (D-Nev.), the lawmaker who is perhaps closest to Israel, made this aside: “I am wondering if I need a change in the way I think about the Middle East and about democratizing nations that are no more ready for democracy than the man on the moon.”

The remark made headlines in Egypt.

Now some pro-Israel voices are saying that not pushing for democracy has disastrous consequences — including critics of the regime. For example, the ZOA, which has frequently accused the Egyptian government of undermining peace and pressed for a reduction in U.S. military aid, is calling for the Obama administration to do everything it can to keep the regime in place, with Mubarak or one of his associates in charge.

Obama “should be showing some loyalty to a regime with which we have had good relations for 30 years,” ZOA President Mort Klein said. “If we have elections in the near future, you’re going to have a result like in Gaza. Of course I want democracy, but I don’t want democracy when the results support Islamic takeover.”

Malcolm Hoenlein, the executive vice-president of the Conference of Presidents of Major American Jewish Organizations, told the Yeshiva World News that the United States should have been working more proactively to ensure an orderly transition to democracy.

“This is something that we knew was coming — we should have been working at it all along,” Hoenlein said, adding that the Bush administration had paid lip service to the notion of building democratic institutions and the Obama administration not even that.

Hoenlein warned against the emergence in Egypt of possible transition leader Mohammed ElBaradei, saying he covered up Iran’s true nuclear weaponization capacities while he directed the International Atomic Energy Agency, the U.N. nuclear watchdog.

“He is a stooge of Iran, and I don’t use the term lightly,” Hoenlein said. “He fronted for them, he distorted the reports.”

ElBaradei, who directed the IAEA from 1997 to 2009, returned to Egypt following his third term. Soon he was touted as a possible challenger to Mubarak’s autocratic reign and has emerged during the protests as a consensus figure.

During his term as IAEA chief, ElBaradei said Iran was further away from a nuclear weapon than many in the West claimed and castigated Western powers, including Israel, for suggesting that a military option against Iran was increasingly possible. He made it clear in those statements that his posture stemmed from the U.S. failure to heed warnings from him and other weapons experts that Iraq did not have a nuclear weapons capacity.

ElBaradei also has been cool to Israel, however, and has infuriated Israel’s military establishment by saying that Israel’s alleged nuclear arsenal undercuts efforts to keep Iran and other countries from going nuclear.

In an interview with The Washington Post just before he retired, he said Iranian President Mahmoud Ahmadinejad did not want to get rid of Israel, but to replace it with a non-Jewish state — two concepts Israelis and pro-Israel groups see as synonymous.

Hoenlein was not alone. Reporters were bombarded this week by e-mail from pro-Israel groups with ElBaradei quotes that appeared hostile to the United States. In some cases, however, the quotes were taken out of context and questionably sourced.

Keith Weissman, a former AIPAC lobbyist and analyst who witnessed the Iranian Revolution unfold and who has lived in Egypt, said the warnings about ElBaradei were overheated.

“From what I see in Cairo there is no evidence he is on an Iranian agenda,” he said

Weissman said that the inclusion of the Muslim Brotherhood in the opposition alliance ElBaradei is leading should not be a cause for concern.

“In a post-Mubarak Egypt, you’d want the Brotherhood close,” he said.

In any case, meddling is counterproductive, said Lara Friedman, the legislative director for Americans for Peace Now, in an op-ed (see page 16).

“Denying the reality of change in Egypt does not help Israel; it only guarantees that Israel’s future relationship with Egypt will be more difficult,” she said.

Pressing Israel in U.N. remains a U.S. taboo, veto on settlements resolution shows

NEW YORK – In the run-up to last week’s U.N. Security Council vote on a resolution condemning Israeli settlements in the West Bank as illegal, the Obama administration faced a dilemma.

The administration views Jewish settlements in the West Bank as illegitimate, and has made few bones about saying so, but it also rejects the notion that the place to settle the matter is the United Nations, with its long tradition of anti-Israel resolutions.

Put in a seemingly awkward position, the administration had to decide whether to veto a resolution whose substance it essentially agreed with at a time when the Arab street is looking for signs of the Obama administration’s proclivities on Middle Eastern issues, or discard America’s usual practice of vetoing one-sided U.N. resolutions on Israel and anger many Israel supporters.

While some left-wing Jewish groups such as J Street and Americans for Peace Now urged the president to shun the veto, adding to the pressure on Israel, the reaction from Capitol Hill showed that it wasn’t a stance endorsed by the left or right wing in Congress.

Republicans and Democrats both said that using the United Nations to pressure Israel was out of bounds. Leading members of both parties -- including Majority Leader Rep. Eric Cantor (R-Va.) and Rep. Steny Hoyer (D-Md.), the minority whip -- urged the president last week to veto “any U.N. Security Council resolution that criticizes Israel regarding final status issues.”

When the resolution finally came to a vote at the U.N. Security Council on Feb. 18, the administration’s decision to exercise its veto earned praise from fellow Democrats.

“I praise the Obama administration’s veto, and call on the U.S. to reject any future resolutions at the U.N. that unfairly target Israel, and instead push the Palestinians back to negotiations where they belong,” said Rep. Shelly Berkley (D-Nev.). “I hope the Arabs, having failed to force the issue at the U.N., will return to the negotiating table immediately and begin the real process of reaching a solution.”

The Anti-Defamation League, the American Jewish Committee, the Jewish Council for Public Affairs, B’nai B’rith International and the American Israel Public Affairs Committee all issued statements expressing appreciation for the veto.

“Exercising the veto is a painful decision, particularly for an administration with a deep and sincere commitment to multilateralism,” said David Harris, the executive director of the American Jewish Committee. “That is why we salute President Obama and his team for their courage in vetoing this mischievous resolution, which would have caused irreparable damage to the future prospects of direct talks between Israel and the Palestinian Authority.”

Obama used the veto for the first time after pursuing a compromise proposal -- a nonbinding Security Council statement calling settlements a “serious obstacle to the peace process” -- that ultimately failed.

The United States has vetoed dozens of Security Council resolutions condemning Israel going back nearly four decades. Occasionally, however, the United States has withheld the veto on resolutions focused on criticizing Israel, abstaining instead. On May 19, 2004, for example, the George W. Bush administration abstained from a resolution expressing grave concern for Israel’s demolishing of Palestinian homes in Gaza and criticized Israel’s killing of a Palestinian civilian in the area of Rafah, Gaza.

This time, the Obama administration’s willingness to countenance a compromise resolution, and its refusal to say in advance whether it would veto the resolution, suggested to many that its reliability with the veto was in question.

Obama has put the issue of settlements squarely in his sights as part of his Middle East peace push, and he has been generally warm toward J Street, dispatching top Middle East adviser Dennis Ross to address the group’s upcoming conference even as Israeli officials have shunned it.

While not fundamentally altering U.S. policy, which under several presidents officially has opposed settlement expansion, Obama has been far more vocal on the subject. All of which prompted reactions from Israel’s allies on Capitol Hill and beyond, several of whom reacted strongly to reports that the administration was pursuing a compromise.

Speaking in the council chamber on the day of the vote, the U.S. ambassador to the United Nations, Susan E. Rice, rejected the resolution as unhelpful to restarting negotiations between the parties. But she was withering about the administration’s view of settlement activity.

“Our opposition to the resolution before this council today should therefore not be misunderstood to mean we support settlement activity,” Rice said. “On the contrary, we reject in the strongest terms the legitimacy of continued Israeli settlement activity.

“For more than four decades, Israeli settlement activity in territories occupied in 1967 has undermined Israel’s security and corroded hopes for peace and stability in the region. Continued settlement activity violates Israel’s international commitments, devastates trust between the parties and threatens the prospects for peace.”

On eve of Netanyahu visit and AIPAC conference, Obama and Bibi appear on same page

WASHINGTON – Crush terrorists and then make peace.

Through quirks of timing, it’s a narrative that President Obama and Prime Minister Benjamin Netanyahu finally can agree on at their meeting scheduled for today, May 20, in Washington.

There remains a critical difference, however, between the two over what happens in the next chapter: Keep up the fight or step out and make peace.

The Obama administration, at least by default, seems to have embraced Netanyahu’s longtime mantra that the best way to clear the path to calm is through the elimination of terrorists.

Within two weeks, the administration lost both its bloodiest enemy and its best-known peacemaker: Osama bin Laden, the terrorist leader, died at the hands of U.S. soldiers, and George Mitchell quit his post as the administration’s lead peace broker for the Arab-Israeli conflict.

On May 24, Netanyahu will speak to a joint meeting of Congress, and the theme is likely to be the threat of terrorism faced both by Israel and the United States.

Both leaders are expected to address this year’s annual American Israel Public Affairs Committee conference, which starts May 22.

The conference — the largest annual Israel-related gathering in the U.S. capital — comes just weeks after the announcement of a new unity government between the Fatah-led Palestinian Authority and Hamas, the terrorist group that controls the Gaza Strip. The Obama and Netanyahu administrations have made clear that they believe the reconciliation of the two Palestinian factions will impede peace negotiations with Israel.

Meanwhile, the violence Sunday in Israel and on its borders by Arabs marking the anniversary of the Nakba — the “catastrophe” of Israel’s birth — appeared to strengthen Netanyahu’s resolve to stand tough.

“I regret that there are extremists among Israeli Arabs and in neighboring countries who have turned the day on which the State of Israel was established, the day on which the Israeli democracy was established, into a day of incitement, violence, and rage,” he said at the outset of his weekly cabinet meeting. “There is no place for this, for denying the existence of the State of Israel. No to extremism and no to violence.”

In a separate statement at the end of the day, Netanyahu concluded with a promise and a warning.

“We will continue to defend our borders and sovereignty,” he said. “We must regard the reality with open eyes, and see with what and whom we are dealing.”

Days earlier Tom Donilon, Obama’s national security adviser, had sounded a similar note in how the Obama administration would deal with terrorists, referring to the bin Laden operation.

“Our action sent a powerful message for America’s friends and adversaries: We do what we say we will do,” he said in a May 12 address to the Washington Institute for Near East Policy. “That is an important message that resonates across our other strategic interests.”

The reference to friends, adversaries, and “other strategic interests,” as well as the venue — the premier pro-Israel think tank in Washington and a crowd peppered with potential campaign donors — made Donilon’s subtext clear: The Obama administration and Israel are on the same page when it comes to confronting terrorism.

That’s a message likely to be reinforced next week at the AIPAC parley.

The message from the Obama administration was underscored as well by how Donilon made what had been the administration’s mantra until now — the critical necessity of achieving a two-state solution — almost an afterthought in a speech that otherwise was dedicated to confronting terrorism and Iran.

That reference included a dig at the Palestinians for pursuing international recognition through the United Nations.

“An enduring two-state solution can only be achieved through negotiations,” Donilon said. “There are no shortcuts.”

Mitchell’s resignation the next day underscored the administration’s turn away from intensive peacemaking for now.

Joel Rubin, the deputy director of the National Security Network think tank and a former foreign policy staffer for top Democrats, said Mitchell may have been disenchanted by the Hamas-Fatah agreement as well as the determination in Congress to cut off PA funding in light of the pact.

“It’s quite possible he looked at the unity government dynamic and looked at the domestic political environment here and thought it’s very difficult to craft a way forward on that effectively,” Rubin said.

White House officials have said that Obama was scheduled to deliver a speech Thursday linking his determination to confront terrorism with encouragement for nascent democracies in the Arab world.

Seizing the initiative on terrorism now could allow Obama to press forward later with a bold peace initiative.

Donilon hinted at such a linkage in his speech to the Washington Institute, which shares board members with AIPAC.

“As we have learned in the Middle East, the status quo is never static,” he said. “There are demographic and technological clocks that keep ticking.”

Steve Rosen, the director of the Middle East Forum’s Washington Project and a former foreign policy director for AIPAC, said international pressure to advance peace is likely to emerge around August, on the eve of the U.N. General Assembly.

If the Palestinians, as expected, have the votes in support of statehood not only in the General Assembly but in the U.N. Security Council, that would necessitate a U.S. veto. Such a turn of events would discomfit an Obama administration that has made its dedication to arriving at a two-state solution a key plank of its outreach to Europe and the Arab world.

Democrats launch major pro-Obama pushback among Jews

WASHINGTON – President Obama is a stalwart friend of Israel.

That’s the message some top Democratic Jewish figures are promoting to push back against the notion that Obama is out of step with the pro-Israel and Jewish communities.

Within the next two weeks, two figures associated with the American Israel Public Affairs Committee — past AIPAC president Amy Friedkin and board member Howard Green — will be among the hosts for a major fundraising event for the president, charging $25,000 per couple. The target of 40 couples — bringing in $1 million — is close to being met, insiders say. Notably, the organizers have received a nod from the AIPAC board’s inner circle to solicit donations.

Last week, top Jewish Democrats, including Chicago Mayor Rahm Emanuel and Democratic National Committee chairwoman Rep. Debbie Wasserman Schultz (D-Fla.), blitzed the media with Op-Eds denying any split with the president in the wake of his call last month to base Palestinian-Israeli negotiations on 1967 lines with mutually agreed land swaps.

And the White House has taken the unusual step of posting a lengthy defense of Obama’s Israel record on its website.

Some of the Op-Eds were coordinated, insiders said, and meetings will take place over the coming weeks to hammer home the message.

“The White House has a very strong record to defend, and the objectives are misrepresented and in some cases maligned, so yes the White house is pushing back,” said Robert Wexler, the former Florida congressman who was Obama’s chief Jewish proxy during the 2008 campaign.

Wexler wrote one of two pro-Obama Op-Eds in the South Florida Sun Sentinel in recent days. Florida, a swing state with a substantual Jewish population, has been a key Jewish battleground in recent years.

Republicans have taken notice, and they have attributed the pushback in part to the success of attacks on the president by conservative groups. The Republican Jewish Coalition has targeted Jewish voters with automated phone calls, and a group called the Emergency Committee for Israel is running an ad thanking congressional Democrats it claims have split with Obama over his Israel policy.

“Clearly, the White House is playing defense after President Obama inserted himself into Middle East policy that put him at odds with Americans who support a strong Israel,” Reince Preibus, the chairman of the Republican National Committee, said in an e-mail to JTA.

Democrats say two distortions have fueled their fury: the notions that Obama broke with U.S. policy to force Israel back to the pre-1967 lines and, as a result, that Jewish voters, a key base, are slipping away from the Democrats. A flurry of media stories in recent weeks have suggested that Obama is losing Jewish donor support, although few past donors to the president are reported to be reconsidering their support.

Where the Jews stand on Obama matters not just because of the Jewish vote, which is significant in key swing states such as Florida, Pennsylvania, and Ohio, but also because of Jewish money. The 2012 presidential election will be the first since a Supreme Court ruling allowing unlimited corporate giving to candidates. The Obama campaign has said it will need more money than ever because big business tends to lean Republican.

Obama captured 78 percent of the Jewish vote in 2008, and estimates over the years have reckoned that Jewish donors provide between one-third and two-thirds of the party’s money.

“Every two or four years Republicans say, ‘This is the year Jewish voters, or donors, or activists, are going to trend Republican,’” said Steve Rabinowitz, a strategist who advises Democrats and Jewish groups. “Every November it turns out not to be true.”

Republicans made clear that they see a new opening, given the “1967 lines” brouhaha.

“We’re stepping up our game with Jewish donors and other potential Jewish supporters that feel like Obama turned his back on them,” an RNC official who is not authorized to speak on the record told JTA.

Obama’s appointment earlier this year of Wasserman Schultz as chairwoman of the Democratic National Committee came in part in response to concerns that Republicans were making headway among Jews. Wasserman Schultz also contributed an Obama defense to the South Florida Sun Sentinel over the weekend.

“They’re taking proactive steps that ensure they get in front of this,” said a Democratic operative close to the Jewish community who requested anonymity. “They’re explaining to the Jewish audience what’s going on so it doesn’t become a problem down the road. It’s better to get ahead of this and tell people what’s actually been said than play catch-up.”

The White House posting begins by addressing the “1967 lines” controversy.

“This territorial formula, which has been used in Israeli-Palestinian negotiations for decades, means that the parties themselves will negotiate a border that is different than the one that existed on June 4, 1967 to account for the changes that have taken place over the last 44 years,” it said, adding that the formula “is fully consistent with the positions of earlier U.S. Administrations, including the 2004 Bush-Sharon letters.”

In fact, while previous administrations — including President George W. Bush in his letter to then-Israeli Prime Minister Ariel Sharon — have acknowledged the 1967 lines as an aspiration for the Palestinians, Obama has gone further in embracing them as a basis for talks. That frustrated Israelis who say it narrows their options by setting parameters.

In the same May 19 Middle East policy speech, Obama also set restrictive parameters for Palestinians, for instance, in declaring that their state would not be militarized.

The difference between Obama and his predecessors is not as drastic as Republicans have portrayed, however, especially in statements like the one recently from RNC Chairman Reince Priebus that refer only to the “1967 lines” without noting “mutually agreed swaps.”

The White House is convening meetings of top Democrats in the coming weeks and months to coordinate message discipline.

Jewish Democrats are frustrated with their inability to bury perceptions that Obama has distanced himself from Israel, noting especially that officials in both countries agree that the defense relationship is closer than ever.

Democrats say their concerns extend to the nature of the U.S.-Israel relationship, which for decades has been predicated on bipartisan support. Wasserman Schultz forcefully raised the issue in a meeting that Israeli Prime Minister Benjamin Netanyahu held with top Jewish representatives of both parties last month.

Matt Brooks, the director of the Republican Jewish Coalition, shot back with a public letter accusing Wasserman Schultz of trying to gag debate by suppressing legitimate criticism of Obama.

Mark Mellman, a top Democratic pollster, dismissed talk of a “gag order.”

“They have the right to say whatever they want, but Democrats have the right to say it’s not wise,” he said.

Noah Pollak, the director of the Executive Committee for Israel, has acknowledged that Obama’s policies are not substantially different from his predecessors.
